Commander Lillian L. Carranza has demonstrated exceptional leadership, unwavering integrity, and an enduring commitment to advancing women in law enforcement throughout a distinguished career spanning more than 36 years with the Los Angeles Police Department. Rising through every rank—from patrol officer to detective, sergeant, lieutenant, captain, and ultimately commander—she earned the respect of colleagues at every level through her operational excellence, visionary leadership, and steadfast commitment to public service.

As an executive leader, Commander Carranza successfully commanded major investigative, operational, and geographic assignments, strengthening organizational accountability, improving resource deployment, and implementing innovative policing strategies that enhanced public safety across one of the nation’s largest and most diverse cities. She also pioneered transformative initiatives, including establishing the Department’s Real-Time Crime Analysis and Critical Response Division and opening the Olympic Community Police Station. Her leadership consistently reflected strategic vision, collaboration, innovation, and a commitment to developing future leaders. She further strengthened her executive capabilities by earning a master’s degree from the University of Southern California and applying modern leadership principles to organizational development, mentorship, and decision-making.

Commander Carranza’s impact extends well beyond operational leadership. She demonstrated extraordinary courage by confronting systemic workplace sexual harassment, discrimination, and retaliation within her organization. By standing up for accountability and pursuing justice, she helped reinforce important workplace protections while advancing a culture of dignity, respect, and integrity within law enforcement. Her courage has empowered countless women and public servants to speak out against discrimination and has inspired meaningful progress toward more equitable and inclusive workplaces across the profession.

Commander Carranza embodies NAWLEE’s mission of developing, mentoring, and supporting women law enforcement executives. She has dedicated herself to mentoring emerging leaders, promoting ethical leadership, and encouraging women to pursue positions of influence and responsibility. For the past two years, she has been invited to serve as a panelist at NAWLEE leadership conferences, where she has shared her experiences with authenticity, resilience, and purpose, inspiring current and future generations of women leaders to lead with courage and integrity.
