NATURE OF WORK
Assists in the day to day management, supervision, administration and functions of a Yuma County probation department. As assigned, participates in personnel management, fiscal management, caseflow management, record management, office management, space and equipment management, public education, information/technology needs, and intergovernmental relations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Performs a variety of high level administrative, managerial, supervisory duties, tasks and functions in support of the day-to-day operation and organization of the department; participates and assists in leadership, planning, management, supervision and administration; provides input, analysis, review, and recommendations for change regarding probation department policies and procedures; assesses and identifies departmental needs for staffing and equipment; provides input and assistance in the identification and implementation of the department’s long and short-range strategic planning efforts.
· Participates in the planning and development of the department’s budget; assists with the presentation, justification and administration of various department budgets; reviews and assesses programs, services, personnel and contracts for effectiveness and efficiency; reviews legislation; determines potential impact on department operations; participates in the implementation and evaluation of departmental automation projects.
· Reviews and monitors department budget allocation; within scope of authority, approves expenditures and purchases; identifies, suggests and recommends grant funding and potential grant funded projects; participates in the development of grant applications; reviews and monitors departmental statistics; oversees department facilities; approves and implements records and file management programs; conducts legal research and drafts correspondence.
· Administers, supervises, and directs various departmental operations and functions; resolves internal and external conflict/issues in the management and administration of the department; coordinates various aspects of personnel operations including the selection, training, development, evaluation, counseling and disciplining of staff; identifies and recommends personnel system changes for the department.
· Identifies, and undertakes special projects as assigned; analyzes the department’s work flow and efficiencies; recommends and implements changes to improve efficiency and responsive to internal staffing and external needs; gathers, compiles, analyzes and assess department statistical reports; represents the department as assigned in contacts with various governmental agencies, committees and committee meetings.
· Assists with the implementation of programs; identifies and recommends methods to improve management and operation of the court involving enhanced work processes, increased court system responsiveness, efficient use of judicial resources and quality service delivery.
· Performs other functions as assigned.
KNOWLEDGE AND SKILLS
- Knowledge of: Applicable State of Arizona statutes, rules, administrative orders, policies and procedures, applicable Federal rules and requirements. Yuma County Policies and Procedures.
- Legal terminology and court processes and procedures.
- Trends and changes in public sector management and administration.
- Principles and practices of public personnel administration, administration, court administration, public budget, and organizational development and operation.
- Principles and practices of management, supervision, records, case and caseflow management, bookkeeping, record keeping, space and facilities management, automation systems and capabilities, automated office operations, support services, and intergovernmental relations.
- Community resources and services.
- Working under pressure in a highly dynamic work environment with changing program demands and priorities.
- Establishing and maintaining cooperative working relationships with court employees, users of the court’s services, and the public.
- Communicating orally and producing written documents and reports for public dissemination.
- Identifying, and implement operational standards for the court.
- Organizing and coordinating the efforts of court personnel to accomplish department goals and objectives.
- Analyzing a variety of administrative, operational, managerial, fiscal and other issues/problems and make sound recommendations for solutions.
- Operating a personal computer utilizing a variety of software applications.
Master’s Degree in Judicial Administration, Business Administration, Public Administration, or related field involving judicial organizational management, education and training; AND,
Six years of progressively responsible supervisory, administrative or management work experience involving personnel management, budget and fiscal policy analysis, caseload management and information systems. OR,
Bachelor’s Degree in Judicial, Business, or Public Administration or related field involving judicial organizational management, education and training; AND,
Eight years of progressively responsible supervisory, administrative or management experience involving personnel management, budget and fiscal policy analysis, caseload management and information systems; OR,
Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
§ This classification requires the applicant to pass criminal background checks.
§ A valid Arizona State Driver’s License may be required.
§ Arizona Committee on Judicial Education and Training (COJET) yearly accreditation is required.
